How to save on HEALTH CARE costs...

Why are all spouses/posslq's of teachers/municipal employees/firefighters/police/garbagemen/women allowed to place their direct family members on their MEDICAL PLANS with no cost to those other covered??? WOULDN'T THE ELIMINATION OF THIS BENEFIT SAVE ON THE 'COST' OF HEALTH CARE FOR US ALL???
